An action counts once it has been checked against a rule published before the mission opened. Nobody grades their own homework.

Anyone can design a mission and pick the rail it pays on. We keep no approved-partners list to get onto first.
The work is what pays
Rewards go to whoever did the work. Ownership is earned the same way, and money cannot buy it.
